Decisions

  • Allocation is a pure function of three pinned inputs: billing snapshot, ownership snapshot, policy version
  • The raw zone is immutable and complete — everything downstream is derived from it
  • Publication freezes; nothing downstream of stage 5 reads anything that can still move
  • Reconciliation to the provider invoice is a gate on publication, not a metric on a dashboard

Targets

  • Allocated facts for the prior day by 10:00 local, T+1, p95
  • Full month-to-date re-run p95 ≤ 45 min, hard ceiling 90 min
  • ≥ 98% of spend attributed to a named owner at close; remainder ≤ 2% and always a visible line
  • Frozen statements within 5 business days of close, p95 3 days
