Why the window is 3 seconds

  • The platform cannot make a stranger's endpoint fast, so it bounds the wait and converts the unknown into a visible failure (ADR-03).
  • Deferral extends the work to 15 minutes without extending the wait.

Risk

  • A viral command multiplies the bot's cold-start p99 into a user-facing error rate the platform gets blamed for.
