Geo-Blocking Accuracy

The reliability of determining a user's jurisdiction from network signals, which is imperfect in both directions and therefore needs a designed handling of errors.

Restricting access by jurisdiction — for sanctions compliance, licensing, or regulatory scope — depends on knowing where a user is, and every available signal is approximate.

IP geolocation is accurate at country level most of the time and wrong often enough to matter: mobile carriers route through gateways in other countries, corporate VPNs present the head office location, satellite and roaming connections are frequently mislocated, and databases lag reassignments. Payment and account address data is better evidence of jurisdiction but only exists after registration.

Both error directions have consequences. A false positive blocks a legitimate user, who experiences an unexplained refusal and has no route to correct it. A false negative permits access that may be a sanctions breach, which is a materially more serious outcome.

The design response is to match rigour to consequence. Where the requirement is sanctions compliance, combine signals — network location, account address, payment instrument, declared jurisdiction — and treat conflicts as requiring review rather than as a pass. Where it is content licensing, a single signal with an appeal route is proportionate.

And in every case there must be an appeal path, because a proportion of blocks will be wrong and a system with no way to correct them accumulates unresolved complaints.
